I want to open a company in Latvia that will engage in the employment of non-EU citizens. Is a license required for this type of activity?

​Yes, it is. A merchant (commercial entity) has the right to provide employment services only if it possesses a license issued by the State Employment Agency of Latvia (Nodarbinātības valsts aģentūra, NVA).

​The license specifies the countries where the job seekers will be employed, as well as the types of employment services that the merchant is authorized to provide. The license is issued for a period of three years.

For the issuance of the license, the merchant must pay a state fee of 500 euros.
