A year ago, I gave my car to another person for use. Recently the car was returned to me. During the technical inspection, I found out that a lot of fines for parking are hanging on me. I can’t go through the technical inspection until the fines are paid. What should I do, because I personally did not violate the parking rules? Does CSDD have the right to demand a fine from me?
