My grandparents were born and lived in Latvia before 1940 and later. I was born in Riga. My mother was born in Riga in 1945. In 1966 she got married and moved to Moscow. In 1989 I left Moscow and moved to Israel and received Israeli citizenship. Can I obtain (restore) Latvian citizenship without renouncing Israeli citizenship.

Latvian citizenship is possible for the following categories of persons:

1) descendants of Latvian citizens;

2) descendants of exiled, deported, citizens who fled from Latvia;

3) descendants of ethnic Latvians.

You can be considered a descendant of a citizen of Latvia, but it is impossible to have dual citizenship with Israel on these grounds.

You cannot be considered a descendant of those who fled from the occupation, since you moved to Israel from the territory of Russian SFSR, not from Latvia.

You cannot be considered a descendant of an ethnic Latvian, taking into account your repatriation to Israel.

The restoration of Latvian citizenship is possible for persons who have lost Latvian citizenship against their will, being a minor, but this can be done between 18 and 25 years of age, anyway dual citizenship with Israel is not allowed.
