Can passengers from different households travel in the same car during an emergency situation?

In accordance with the Paragraph 5.4. of the Cabinet Order No. 655 “Regarding Declaration of the Emergency Situation” of November 6, 2020, during the emergency situation private gatherings are prohibited.

Cases involving passengers from different households driving in the same car are interpreted by law enforcement authorities as private gatherings, which they believe is already a breach of the emergency situation rules, which in turn can result in a fine of up to 2,000 euro per person.

Based on the Section 11, Part 2, Paragraph 4 of the Civil Protection and Disaster Management Law, the local government council has the right in case of a disaster or threats thereof, to limit the gatherings of persons.
