Yes, it is possible. Latvia adopted a law “On on Assistance to Ukrainian Civilians”. This law provides that Latvian state institutions have the right to accept documents issued in Ukraine that do not have an Apostille, if it was impossible to obtain an Apostille due to the armed conflict caused by the Russian Federation. Moreover, if you do not have the relevant document at all, due to the mentioned armed conflict this document cannot be obtained in Ukrainian state institutions, the Latvian state institution, as an exception, may allow you not to submit this document at all.
