Do I need to get an identity card (eID card) before January 1, 2023?

07.12.2022 Dmitrijs Sustovs, head of the Litigation department of the Law

According to the current edition of part one of Article 9 of the Law “On Identity Documents” citizens or non-citizens of Latvia, upon reaching the age of 15, must have at least one mandatory identity document, either a passport , or an identity card (eID card). Both documents are available upon request.

Starting from May 1, 2023, the only document proving the identity of a citizen or non-citizen of Latvia who has reached the age of 15 will be an identity card (eID card).

It will be possible to have both an identity card (eID card) and a passport at the same time, with the difference that a passport as a travel document will be required only when crossing the external border.

Thus, an identity card (eID card) must be obtained before April 30, 2023.

For living without an identity document, the law provides for administrative liability in the form of a warning or a fine of up to 7 units of a fine (up to 35 euros).
