How citizens of Russia can keep their temporary residence permit

As we know, on September 24, 2022, amendments to the Latvian Immigration Law came into force, which establish a new procedure for obtaining a temporary residence permit (TRP) for Russian citizens.

The current version of the law no longer provides for the possibility for Russian nationals to apply for a TRP as property owners.

Those citizens of the Russian Federation who previously obtained a residence permit based on the investment in real estate can continue to undergo the annual procedure for registering a TRP, but after the five-year TRP expires, they will no longer be able to apply for a repeat residence permit based on the investment in their own real estate, unless…

they have a passport of any other country (e.g., Kyrgyzstan or Israel).

If a foreigner has such a passport, despite the fact that they continue to be a citizen of Russia, they can apply for a repeat TRP as a citizen of another state – the law does not prohibit this.

It should be noted that when submitting documents for a repeated residence permit with a different passport, this foreigner will still have to provide all the additional documents that are currently required from Russian citizens (namely: an additional questionnaire, a CV on the investor and their close relatives, bank statements for the last 12 months).
