Can a foreigner currently enter Latvia on the basis of a Schengen visa to receive medical services?

In accordance with the Paragraph 36 of the Cabinet Regulation No. 360 “Epidemiological Safety Measures for the Containment of the Spread of COVID-19 Infection”, from 10 June 2020, movement of persons and vehicles via border crossing points of external border of the European Union from/to the countries published on the website of the centre in which such spread of COVID-19 infection has been registered which may cause a serious threat to the public health is prohibited, except for freight carriage.

The above-mentioned prohibition shall not apply to foreigners whose arrival in Latvia for receipt of treatment (diagnostics and therapy) services within the framework of health tourism is coordinated with the Health Inspectorate (Paragraph 37.11).

Thus, entry is possible with a Schengen visa, but in addition to the main documents, documents confirming the planned provision of medical services and the approval of the Health Inspectorate are required.

Currently, according to the data received from the State Border Guard, based on Paragraph 37 of the above-mentioned regulations (list of exceptions), foreigners are allowed to enter Latvia either with a valid residence permit or with a Schengen “D” category visa. However, it should be understood that the situation may change at any time, and it is recommended to check this information again at the State Border Guard before the trip.
